Alan,
Attached are research papers by David E. Fairbrothers who was a member of our match safe association. In 2002 when Holly and I hosted the convention here Mr. Fairbrothers attended and was sitting at our table. We had a lengthy discussion about silver overlay. He was a prominent collector also.

COPPER OVERLAY ON GLASS
As long-time collectors of Silver Overlay Elissa and I have enjoyed the recent dialog on the subject. We have around 100 pieces of overlay on both glass and porcelain, including a couple of Steuben pieces. I will probably have more to say on the subject, but for now I would like to add a picture of a Copper Overlay on Glass Perfume to the discussion.
I have no idea what company made the glass or did the copper overlay. I suspect that it is European, but am uncertain. I’ve asked several experts but thus far no one has come up with an answer, so I welcome your thoughts on this piece.
