Every year the Carder Steuben Club holds a Symposium on Steuben glass, particularly that made during the era of Frederick Carder. Programming for the Symposium consists of lectures and presentations by experts on glass, including museum and library scholars, glass artists and designers, scientists and collectors.
Programming for the Symposium consists of lectures and presentations by experts on the glass of Frederick Carder, museum and library scholars, glass dealers and collectors. Members of the Club often participate by showing their collections or sharing some of their specialized expertise. Additional programming and exhibition tours are also done in conjunction with exhibitions concurrently on display at the Corning Museum of Glass and the resources of the Rakow Research Library are also utilized. While the Symposium is focused on the glass of Frederick Carder, programming also covers other subjects related to Carder Steuben glass like contemporary manufacturers, care and conservation of glass, glass photography, glass technology and glass color, among others.

I would agree Steuben did not produce flashed items. However on some cased pieces the casing is rather thin and can show the clear glass, especially in the area of a ground stopper. I will show a Rose DuBarry piece where you can easily see the clear bottle that has been thinly cased. Gold Ruby is also thinly cased over clear.

Now, the color. There is a color believed to be produced by Steuben that is very similar to your photo. One piece is in the collection of David Chadwick-Brown and the other is in some museum displayed as Steuben. There are rumors that the color could be called Brownish Yellow Gold Ruby. I will show a photo of that piece.

This is just food for thought and I have formed no opinion as to the maker of your piece. The deposit on the outside of your piece may have been caused by whatever was stored inside and has no influence of maker.
