Dean Six, Curator of the West Virginia Museum of Glass in Weston, West Virginia, provides a confirmation on the Morgantown plate.
I was hesitant to speak up and claim a potential Steuben product was indeed a West Virginia one but I am reasonably confident the piece in Question is Morgantown. I purchased a set of the plates years ago, that had been dealer identified as Steuben but also denounced as being Steuben by someone else prior to my purchase. I purchased them believing, later confirming, them to be Morgantown. This identical plate, part of the Morgantown To-tone line, is shown on the cover of my West Virginia Glass Between the Wars book.
